In the systematic violation of discipline and law in the agricultural machinery purchase subsidy case in Liangshan Prefecture, our authorized agricultural machinery dealers participated in fraudulently obtaining national subsidy funds, seriously affecting the standardized and clean implementation of the national policy of strengthening agriculture and benefiting agriculture, and causing a negative impact on the vast number of purchasers who are temporarily unable to purchase subsidized machinery. Our company’s regulatory negligence has provided an opportunity for the fraud group gathered by corrupt elements, and we bear an inescapable responsibility. Here, our company sincerely apologizes to all levels of agricultural and rural departments, financial departments, and the vast number of agricultural machinery operators and users!

During this period, our company actively cooperated with the investigation, conducted a thorough self-examination, and fully refunded the subsidy amount that had been settled for the illegally reported equipment, in order to recover national losses.

The lessons learned from this incident are profound and the losses are painful. Our company will take this incident as an opportunity to strengthen the management of national subsidy work at the institutional level, develop and implement special training on national subsidy operation management, and involve operators, distributors, and other relevant personnel in the training and signing commitment letters; Clarify job responsibilities and reward and punishment mechanisms, standardize the entry of national subsidy information, and strengthen supervision of the entire process of national subsidy operations. Actively implement the “three in one” system for agricultural machinery purchase subsidies, and fully utilize the QR code identity verification APP to seamlessly integrate with the agricultural machinery purchase subsidy management auxiliary system. All users, distributors, and sales personnel involved in subsidy processing will be included in the supervision of the information platform. Once problems occur, they can be immediately exposed and traced in a timely manner. Through the above measures, we will strengthen supervision from various aspects such as institutionalization and informatization, ensuring that production, transportation, sales, and service information are fully traceable and controlled throughout the process.

Institutionalized and information-based management will also benefit our company’s precise product positioning, improve product adaptability, provide accurate after-sales service, provide better products for the vast number of agricultural machinery users, and continue to provide assistance for China’s agriculture, rural areas, and farmers’ cause and agricultural mechanization promotion.
